On the surface, Grima is nothing more than a liar. Saruman sent Grima to Meduseld to lie his way into King Theoden's trust. And, luckily for Saruman, the only man the Wizard had helping him out happens to be very skilled at persuasive oration. While some people can see through his lies, they're only the small minority and more of a bother to Grima than an actual threat. Grima loves power and dreams of riches. Grima doesn't have a lot of book smarts but the street smarts he has can be just as important. They allow him to quickly adapt to any situation he finds himself in.
Inside, though, Grima is quite a different person. He's not as bad as he may appear on the surface. If a decent creature had picked him up and raised him, instead of Saruman, he might have turned out a lot differently. He's a reluctant servant of the Wizard, who only did what he was told to do because Saruman had promised that his gift would be the hand of the King's niece, Eowyn. When Grima sets his eyes on something, he'll do what he needs to do to get it. But, despite that attitude, appealing to his loyalty to Rohan (for he did love his homeland when he was a young boy) is all someone needs to do to start making him doubt his decision to remain by Saruman's side.
He doesn't like listening to others or having to obey others but he knows the necessity of having to do those two things in order to survive. If he disobeys Saruman and leaves the King in peace, which he has thought about doing, then he's a dead man. If he continues on the path with Saruman he's on right now, then the chances are still good that he'll end up a dead man. It's thoughts like those that keep him indecisive on the inside. He doesn't regret any of the decisions he's made in his life but that certainly doesn't stop him from wondering what things would be like if he had chosen differently.

Note: I'm taking some liberties with his early history since we don't know a lot about him. Hope that's okay!
Grima grew up in Snowbourne, Rohan. He was an only child, giving his parents plenty of time to devote to him. But that's not exactly what happened during his childhood. Grima's father didn't like his only son. Grima had never been good at following his father's orders, causing his father to fall into the pattern of having better things to do than to try and get his unruly son to listen to him. Grima's mother was a different case. She was very overprotective of her child. She tried her hardest to mend fences between him and his father but her help just made Grima resent her for trying to fix something he knew could never be fixed.
Nonetheless, being an only child did come with some responsibilities. He helped his parents around the house but, as soon as he turned thirteen, he ran away. And Grima was picked up by Saruman on one of the Wizard's few wanderings away from Orthanc at Isengard. It could be said that Saruman raised Grima better than his parents ever could have, making it a tad bit easier for the young man to be willing to follow the Wizard's orders, instead of being uncooperative with him, like he had been with his father.
It took a few decades but, as soon as Saruman believed Grima was ready, the Wizard sent Grima back to his homeland of Rohan to poison the mind of King Theoden. It became a simple matter of using his persuasive orations to cozen up to the King and become his right-hand man--the one adviser that the King trusted more than anyone else. And Grima slowly did poison the King's mind, allowing Saruman to take control of his body. Quite a few people in Rohan are suspicious of him but, as of right now, he has nothing to worry about because nobody is doing much of anything about their suspicions.

Another day had dawned in Rohan. Normally, Grima spent most of his days sitting beside King Theoden. Every time someone came in to speak with the King, whether it was a rider with some urgent message or a peasant with a question or a concern, Grima was the one who answered them. Sometimes the King spoke a few words but they never mattered much. Grima was essentially in charge of all of the doings going on in Rohan, and those who knew that couldn't do anything about it.
But, instead of heading to his usual spot right away this morning, Grima decided to step outside for a moment. He squinted his eyes against the bright light of the sun, which was in stark contrast with the dark hall he spent so much of his time in. He pulled his black robe closer to his body as the cold breeze picked up, masking some of the warmth of the sun. Grima gazed down at the village below and then let his eyes stray further out to the huts scattered across the plain. When he had been growing up out there in one of those small huts, Grima had never imagined that one day his life would lead him to being the trusted advisor of the King sitting in Meduseld.
His reminiscing was cut short by the tinny voice of a woman. "Excuse me, sir?" Grima's eyes drifted over to her--a peasant wearing clothes that looked like they were only weeks away from being unwearable. "What can I help you with?" Grima inquired in a kind and gentle voice. The smile on his face was just barely enough to hide the anger in his eyes at having been interrupted so quickly on this fine morning. "I need to see the King," she replied. "One moment while I go and see if the King is available or indisposed." That was a formality that Grima didn't need to look into. What the King was didn't matter. King Theoden was powerless.
